PRIMARY PURPOSE OF POSITION

Supervises Constellation and its affiliates testing program, processes, and procedures. Investigates and resolves technical issues and customer appeals. Develops, analyzes, and monitors metrics for reporting.

PRIMARY DUTIES AND ACCOUNTABILITIES

• Provides clear governance and oversight of Constellation's testing program. Plans, organizes, and supervises activities of the testing program, including material management and security performance. Key activities include performance feedback to employees, metric reporting, process improvements, and overall accountability for the team and execution of each function. 
• Conducts periodic trainings to review activities and inform employees of new procedures and issues. 
• Govern and enforces policies and procedures for test admission; affirms test security by formulating written procedures and provides secure test storage. 
• Creates/updates training materials and provides training for new hires, and refresher training as needed for existing testing administrators.
• Assist with special projects. Assist with resolving questions, assess user needs, and recommend changes when appropriate. 
• Assist the TA COE team members with other programs.

JOB SCOPE

• Supervisor responsibilities of a designated back up resource.
• Responsible for EEI master data maintenance and related process and program administration.
• Supports administration of leadership assessments for selection and development.
• Works under general supervision.

Qualifications

MINIMUM QUALIFICATIONS

• Bachelor’s Degree in a related discipline with 5 years’ experience or Master’s Degree in a related discipline with 3 years’ experience.

• 3 years’ experience in Human Resources or related discipline.

• Demonstrated success in a functional HR support activity.

• Proficient in Microsoft Office Suite of products.

• Excellent Communication skills.

• Ability to delegate or lead a small team on specific tasks.

PREFERRED QUALIFICATIONS

• Knowledge of Microsoft Access.
• Excellent analytical skills.
• Experience in test development and validation.
• Program Management in HR or Leadership Development.
