PRIMARY PURPOSE OF POSITION Manages, plans, directs, coordinates, implements and ensures enforcement/compliance of all activities associated with the NRC regulated Access Authorization (10 CFR 73.56, 10 CFR 73.57, 10 CFR 73.55, Site Security Plan & NEI 03-01-committed to the NRC) and Fitness for Duty (10 CFR 26) programs; including making decisions that affect station license and have regulatory compliance penalties. Interface directly with individuals, who are denied unescorted access, violated fitness for duty and reporting legal actions. Interface with Nuclear Regulatory Commission (NRC) and Nuclear Oversight (NOS) for issues, concerns, allegations, audits/inspections, and provide response to audit findings. Responsible for scheduling, coordination, preparation and execution of all tasks (Security, Training & Rad Protection) associated with In-Processing (outage and non-outage). Supervise Access Authorization, Fitness for Duty, and contract personnel. This is a corporate, not site role.
PRIMARY DUTIES AND ACCOUNTABILITIES- Direct, manage, mentor, and supervise bargaining unit (where applicable) and management employees. To include Coaching, Discipline, Mentoring, Accountability meetings, Overtime assignments, E-Talent, Performance Improvement Plans (PIP) and interview of candidates for open positions. Supervision of additional supplemental bargaining unit, management, and contract personnel during outage in-processing. Direct and oversee contract personnel for Professional On-Site Testing (POST) when performing on-site Fitness for Duty services and generate Supplier FMS as applicable. Assign and train Fitness for Duty Program Personnel and ensure qualifications are maintained. Maintain First Line Supervisor Qualifications. (30%)
- Manages implementation of Access Authorization, Fitness For Duty, In-Processing and Out-Processing activities to ensure compliance with the Code of Federal Regulation. Make decisions that affect station license and have regulatory compliance penalties. Maintain extensive knowledge of Code of Federal Regulations (10 CFR 73.55, 10 CFR 73.56, 10 CFR 73.57, 10 CFR 26, Regulatory Guide 5.66), Nuclear Energy Institute (NEI) document(s) 03-01-Regulated), NRC Inspection Procedures, and Site Security Plan. Determine logability and reportability of Access Authorization and Fitness for Duty issues and work with Licensing and the Nuclear Regulatory Commission as applicable. Anticipate long range Access Authorization, Fitness for Duty, In-Processing and Out-Processing needs; develop strategies to meet those needs. Maintain program effectiveness, cost and work within budget. Generate and implement Fitness for Duty processes with the highest level of confidentiality. Development of Focused Areas Self-Assessments (FASA) and direct interface with Nuclear Regulatory Commission (NRC), and Nuclear Oversight (NOS) for Inspections/Audits. Provide response and corrective action to inspections/audit findings. (45%)
- Face-to-face discussions with all individuals with Fitness for Duty Violations, and Denials of Unescorted Access (UA). In most cases these result in cancellation of in-processing activities, cancellation of UA and, potential employment termination. Responsible for reporting of legal actions by individuals maintaining UA and confidential assessment thereof. Investigate all Fitness for Duty and Access Authorization Allegations (on-site or off-site). Work with Corporate Security, Human Resources, Contract Management, Local Law Enforcement and Plant Manager as applicable. (5%)
- Directly work with contractor/vendor management in the coordination of employee in-processing for UA, Fitness for Duty concerns/violations, and For Cause (Firings) Terminations. Interface with outside agencies to include; Union Halls/Business Agents, Background Companies, and Local Law Enforcement. Develop and maintain the Master Mobilization schedule for the site prior to outage. Ensure all levels of management and contractor/vendors maintain cognizant of 'just in time' in-processing to facilitate cost and provide challenges when necessary. Support site In-processing and outage schedule by working with outage management to implement cost effective timely in-processing. (5%)
- On call 24/7 for Access Authorization, Fitness for Duty, In-Processing concerns/incidents, rotating on-call for Security Operations and Emergency Preparedness (EP); ability to respond outside of normal business hours. Maintain knowledge and understanding of Security Operations procedures, polices, and processes and remain EP Security Coordinator qualified; includes directing activities of Site Security force and successful assembly and accountability of all personnel within 30 minutes. (5%)
- Site Administrator of Personnel Access Data System (PADS). Qualify and maintain qualifications responsible for the operation of PADS; ensure compliance with NEI/PADS policies, procedures, and system security requirements. Authorize new users, develop accounts and provide training; restrict and cancel accounts as necessary. (5%)
- Data Steward for Nuclear Regulatory Commission (NRC) Performance Indicators, Department Records Management Coordinator, Procedure Coordinator and Station Qualified Reviewer (SQR-NPPT) for procedures, Manage Cyber Security requirements and control of Critical Digital Assets, company credit card holder, Corrective Action Program (CAP) responsibilities of Access Authorization and Fitness for Duty, Maintain ACE Qualified and perform overviews and generate EOS for Security personnel. (5%)

Qualifications
MINIMUM QUALIFICATIONS- H.S. diploma
- 6+ years experience in Nuclear Security
- 2+ years management experience
- First Line Supervisor Qualified
- Proficient in Microsoft programs
- Kowledge and understanding of Collective Bargaining Agreement (where applicable)
- Proven strong leadership ability and people skills
- Demonstrated ability to work independently, achieves deadlines, handle multiple assignments and effectively communicate.
- Demonstrated conflict management skills and ability to candidly discuss tough issues and deliver difficult messages in a forthright manner
- Ability to work constructively under pressure and stress while handling tense situations without overacting or becoming emotional
- Available to respond out-side of normal work hours and available for minimal travel
- High integrity and ability to maintain information confidential, and ability to protect the information
- Ability to work with and maintain strong relationships with out-side agencies and ability to directly work with all levels of management
PREFERRED QUALIFICATIONS- Associates Degree Criminal Justice or related discipline
- 2+ years experience in Nuclear Security
- 2+ years management experience
- First line Supervisor Qualified
