PRIMARY PURPOSE OF POSITION

The Supervisor of Project Management (SPM) takes full responsibility for all contractual requirements of designated projects to ensure that Project Managers accomplish all internal and external goals within the prescribed time frame and funding parameters. Responsible to upper management for the performance of a given project with the ability to lead Project Managers in completing projects under or budget neutral within the designated schedule. Provide direction, support and empower the PM team to perform above expected levels of responsibility and beyond expectations. Manage project risk and internal tracking processes in support of business unit responsibilities. SPM will work closely with sales and development teams by providing implementation support for current and future opportunities.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Manages/leads the following aspects of Project Management:
  • Provide general management proficiencies and area-specific skills and tenets.
  • Plan, perform and control project policies, objectives and responsibilities.
  • Assure adequate support and resources are available to project team.
  •  Guide project managers by effective personal attitudes, leadership and professional conduct. (35%)
  • Oversees multiple projects and their managers to ensure that goals/objectives are accomplished within terms of the contract deliverables to the complete satisfaction of the customer. (30%)
  • Work internally with stakeholders for alignment with corporate objectives, business unit yearly FGM goals and targeted sales pipeline initiatives. (20%)
  • Allocate team members for specific assignments based on individual accomplishments and reach objectives for personal and professional growth. (10%)
  • Effectively evaluate PM performance, provide constructive support and develop a path forward for the continual success of individuals and Constellation. (5%)


JOB SCOPE

  • Strategic initiatives, projects, and planning activities (budget, headcount, etc)
  • Budget responsibilities defined per DoFA (varies by group; responsible for Flow Gross Margin
  • Broad decision making authority
  • Combination of Senior internal and external constituents
  • Manages combination of individual contributors and other managers; 3-6 Direct reports; 7-10 Indirect reports

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor of Science degree in a related engineering discipline (e.g., electrical, mechanical, environmental), and 7+ years of related work experience in construction management or project management or equivalent combination of education and experience.
  • Experience in handling high stress situations where tact and cooperation are crucial to cost-effective operation.
  • Experience in directing, supervising, training employees, assigning and directing work, conducting performance appraisals, disciplining employees, and addressing complaints and resolving personnel problems.
  • Experience in all fiscal aspects of project management.
  • Ability to manage various personnel from all walks of life into a cohesive team for a common goal.
  • Develop short term strategies for long term solutions to complex challenges.

PREFERRED QUALIFICATIONS
  • Excellent understanding of engineering and construction documents and processes.
  • Expertise in engineering and construction methodology and the associated financial aspects.
  • Demonstrated thorough understanding of cost estimating and budget projections.
  • Experience in dealing with a large and diverse number of problems, often simultaneously.
  • Ability to review schematic drawings and understand architectural drawings.
