Expected salary range of $180,000 to $200,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).

PRIMARY PURPOSE OF POSITION

A senior lawyer who is a highly qualified attorney handling complex legal matters and projects on behalf of the Company.


PRIMARY DUTIES AND ACCOUNTABILITIES

Skills/Experience

•    Experience with reviewing Federal Grants, Uniform Grant Guidance
•    Compliance with Federal Grant post-award requirements/reporting/audits
•    Federal procurement and negotiation experience, including FAR, DFAR, and Commercial Item Contracting
•    Experience with CMMC compliance
•    Direct experience with GSA and other Government-Wide Acquisition Contract (GWAC) vehicles 
•    Ability to develop successful relationships with contracting officers and their deputies 
•    Subcontractor negotiation and contract management lifecycle including flow-downs, contract modifications, and ongoing deal oversight
•    Regulatory tracking and preparing in-house team for rule implementation readiness
•    Counseling experience with issues such as the False Claims Act, Procurement Integrity Act, and other applicable government contracting ethics and compliance issues
•    Experience counseling business teams related to Revolving Door screening, business courtesies, OCI and COI, and related government contracting fundamentals

Duties

In this role, you will primarily support Constellation’s bidding, negotiation, and management of pre- and post-award requirements for our Public Sector business, including U.S. Federal and State & Local customers. 


•    Assist the sales and services organization with legal, compliance, regulatory, and other issues related to the Government’s procurement and purchase of Constellation’s products and services and provide CMMC compliance advice. 
•    Support and advise business on Request for Proposal (RFP), Request for Quote (RFQ), and Request for Information (RFI) evaluation and proposal responses.
•    Monitor proposed legislation and policy changes at Federal and State level, determine the potential impact to the organization, and organize appropriate company response.
•    Provide legal guidance, collaboration, and support to business and compliance team on various related matters such as bid protests, Non-Disclosure Agreement (NDAs), Freedom of Information Act (FOIA), ethics and compliance, Pay to Play statutes, and other general legal matters involving procurement, sales, and services with the U.S. and State and Local Governments.
•    Provide advice related to applicants with potential post-employment restrictions, business courtesies (including events, donations, and sponsorships), lobbying, Small Business Subcontracting, and SAM data.
•    Design practical, risk-appropriate, and cost-effective policies, training, and process controls that drive compliance with U.S. Public Sector regulations.
•    Support Internal Audit, Investigations, and others to understand how to spot red flags and escalate issues related to government nuances such as price reductions/most favored customer, Mandatory Disclosure triggers, mitigations related to post-government employment, Country of Origin, and similar obligations.
•    Establish strategies, policies, and processes to ensure compliance with all contract requirements, laws/regulations, solicitation standards, and evolving risks.
•    Provide cross-functional coordination and support within Legal and across business functions as needed for government contracts compliance.

Qualifications

MINIMUM QUALIFICATIONS

•    An LLB or JD from an accredited law school and be licensed to practice law in the relevant jurisdictions. 
•    At least 5 to 8 years of professional experience in a specialized area of law. 
•    Possesses and applies a comprehensive knowledge of principles, practices, and procedures of the legal field to the completion of complex assignments. 
•    Requires excellent legal research, analytical abilities and on ongoing knowledge of federal or state law. 
•    Must have the ability to communicate clearly – both orally and in writing; to read and analyze legal materials and other data; work independently to achieve results; to work across teams within the company using a collaborative approach model; to work in stressful conditions under time deadlines.
